The Chinese site and English site are using separation registration system.  

Click create new account, choose a user name, provide a valid email address, read the user agreement, check the check box to confirm your acceptance of the user agreement, input words in the graphics (sometimes, the words in the graphics are hard to read, click the refresh button of your web browser to generate new words), lastly click create new account button.

 Check your email inbox, you will find an email with the password and log in instruction.
